Profile: Strategies of social inclusion

The business unit “Strategies of social inclusion” is actively working for the sustainable support of children and young people who have various social and area-based problems. Here we offer concepts for the improvement of their living situations and assistance to get their lives working.

The federal pilot-programme "Development and opportunities for young people in disadvantaged areas" (E&C) launched by the Ministry for families, elderly persons, women and the youth (BMFSFJ) strives to improve the opportunities for children and adolescents living in disadvantaged areas and rural areas with poor infrastructure, thus creating better conditions for their development and their future in general.

The programme platform "Development and opportunities for young people in disadvantaged areas" (E&C) strives to mobilise funds and activities in order to improve the living conditions of the target groups and to open up new opportunities. In more than 300 socially disadvantaged areas the E & C-programme initiates, supports and accompanies social co-production based on local action plans. At the same time, E&C requests regional and supra-regional “social producers” to concentrate resources, experiences and efforts in such disadvantaged areas. An important transfer opportunity is doubtlessly the establishment of well functioning neighbourhood- and youth care management schemes.

The federal pilot-programme E&C extends the social area based approach by another priority, i. e. “Networks and voluntary social work – Rural areas with poor infrastructure”, where it promotes voluntary social work in 13 rural districts selected by the federal states (Länder) on the basis of the concrete living situations of children and young people, in order to test innovative solutions for their problems.

Another priority of the programme under the umbrella of E&C is the "Voluntary year of social training" (FSTJ), that offers 2,000 young people with specific social problems the opportunity of special training in order to make them fit for the traditional school system or the regular labour market. More than 80 so-calles local qualifying offices make tailor-made assistance available in order to help these young people to find their way from school to work. An important element of the service during the FSTJ offered by the SPI-business unit “Strategies of social inclusion” is the organisation, monitoring and documentation of the regular exchange of information and experiences between all actors involved. This is ensured with coordinating meetings, seminars and advanced training courses that shall help to develop the concept of a learning network.

Another important priority in the business unit “Strategies of social inclusion” is the programme “Local capital for social purposes” (LOS). It supports selected activities to promote the professional inclusion of organisations and networks who are working for the integration of disadvantaged persons into the labour market. Furthermore, it strives to encourage and help people to set up their own businesses or to establish social firms. And the LOS-programme shall also contribute to foster tolerance and democracy. With a so-called micro-funding local initiatives are encouraged and helped to develop their own resources for self-organisation.

The areas to be promoted are municipalities and rural areas affected by the flood in 2002 and areas defined in the federal programme for urban renewal called „The Social City“ and / or E&C-areas.

The LOS-programme is implemented in a decentralised manner by a coordinating body attached to the corresponding local authority. A essential prerequisite for funding is the draft of a local area-based implementation and action plan.

As social problems are never monocausal, the business unit “Strategies of social inclusion” generally attempts to bring all actors of the involved political fields on the federal, regional and local level together. This requires the linkage of different responsibilities, organisational structures, institutions and practices in such a manner that they cooperate reasonably as a whole. Innovative concepts shall help to find solutions in order to offer new options to children and young people helping them to get their lives working.
