People shape a neighbourhood more than houses, streets and businesses. The Foundation SPI conceives of the city primarily as a place of social coexistence. Urban development means: continuing to develop the existing city space into an urban habitat. Where social services are dependent on public financing, intact urban structures are a valuable resource. And absent citizen engagement on private initiative neither the future betterment of problematic areas in the city nor the preservation of social coexistence are conceivable.
